Abstract
Play supports imagination, creativity, problem-solving, perspective-taking, emotion regulation, the development of executive functions, and these are needed for success in school (National Research Council and Institute of Medicine, 2000). Specifically, imaginative play develops very young children capacity to engage in abstraction, which is necessary for learning of concepts and to self-regulate (ability to focus on school learning) (Fleer, 2010). The proposed project will examine a low-cost play-based early childhood care and education in two sub-Saharan countries in Africa: Tanzania and Uganda. The study will evaluate children’s cognitive, language, social and emotional development and school readiness of an innovative play-based early childhood program being implemented by BRAC with support from Lego Foundation.

Interventions

Intervention(s)
We randomly assigned communities to treatment and control groups. The treatment arm involves Play-based ECD plus parental involvement. In addition to play-based ECD program, families (mother or grandmother) provide volunteering services at the play lab centers, one day per month participating in classroom activities.

Minimum detectable effect size for main outcomes (accounting for sample design and clustering)
Assuming 110 clusters (40 comparison and 70 treatment communities) in Uganda, with 22 children per cluster at baseline and 10% attrition rate, intra-cluster correlation of 0.15, the minimum detectable effect (MDE) at 80% power is 0.282 standard deviations. In Tanzania, the MDE for overall impact of the Play Lab Project is 0.275 with 120 clusters (80 treatment and 40 control).
