Abstract

This RCT is conducted to study the effectiveness of Speeddates organized by the Dutch UI administration. These speeddates are matching events during which benefits recipients meet a number temporary work agencies. The goal of these speeddates is to stimulate benefits recipients to find work faster. The RCT involves a number of speeddates which are organized in different locations in the Netherlands. The RCT randomizes which benefits recipients are invited to attend a speeddate.

Intervention(s)

We randomize which eligible UI benefits recipients receive an invitation to attend a speeddate event. A speeddate event is a two to three-hours events where unemployed workers meet temporary work agencies.

From the administrative data, job finding, working hours, earnings, benefits receipt, total income, type of work. From the survey data indicators for job search behavior and contact with temporary work agencies.

Experimental Design

Invitations to speeddates are randomized. Attendance of speeddates is not compulsory. Therefore, we focus on intention-to-treat and local average treatment effects.

Randomization Method

Randomization is done using random number drawn by the researchers in their computer. At the moment of randomization, the researchers only have the unique personal identifier and no other information or characteristics of individuals.

The UI administration decides for each speeddate event how many individuals are eligible and how many should receive an invitation.

Minimum detectable effect size for main outcomes (accounting for sample design and clustering)

The costs of organizing speeddates are low, only a few euros per individual. Therefore, UI benefits payments only have to reduce a little for being effective in a costs-benefits analysis.
