Abstract
Since the outbreak of the covid-19 pandemic, further EU integration steps in health policy gained renewed attention. However, we know little about the public support for a so-called European Health Union. To contribute to this debate, a survey vignette is designed to investigate public preferences towards a stronger role of the EU in the health care systems of EU member states. The role of individual characteristics in support for alternative policy designs will be investigated.

It will also be investigated whether there are interaction effects between the three components of the policy design. Furthermore, heterogeneity analyses by respondents’ characteristics (such as socio-economic status, climate attitudes, EU attitude, ideological orientation and political affiliation) will be conducted.

Experimental Design

Experimental Design
A survey experiment is designed to investigate public attitudes towards a stronger role of the European Union in the health care systems of EU member states. Each vignette consists of a short introduction and information about three policy design features. The information for each of these three design features is randomized and each feature has two possible scenarios. Hence, the three policy ingredients with two possible options produce a design of 8 unique vignette scenarios (2*2*2). Each respondent answers one vignette.

The three dimensions of the vignette that vary across versions are: (1) policy objective, (2) spending area, (3) financing.
