Abstract
Collegio Carlo Alberto, in cooperation with local service providers, will evaluate a program assigning case workers to support study mothers in their participation to the labour market. Case workers will guide mothers in their labour supply choices, providing information on the availability of dedicated services aimed at work-family reconciliation and the provision of education for their children. This study will focus on mothers who volunteer to enrol in the program. We will randomize women into a treated and a control group. The treated group will be asked to meet with case workers who will guide them on their labour supply choices and promote work-family reconciliation and education services. Women in the control group will have access to some support services but will not be guided by case workers. This study will compare of effect of the support of case workers, and usage of support services, on a set of outcomes such as labour market decisions of women, participation in activities, family members' human capital accumulation, mother well-being, use of time and children development.

Interventions

Intervention(s)
We aim at evaluating the impact of the program to women and their children in three local areas in the region of Piedmont, Italy. Treated women are assigned a case worker who will guide them in their labour market supply decisions. Case workers will also inform them about services for work-family reconciliation and children educational support services.
The reference population of the experiment consists of women in those local areas who signed up for the program. It will be divided into two different group: a control group, for whom access to support services will be available but not promoted, and a treated group where women will be assigned to a caseworker and encouraged to take up support services. Application to the program is voluntary and will be open for a period of 9 months from January 2023 until September 2023. Outcomes will be measured through rolling interviews, 9 months after program enrolment for each woman. These interviews will cover topics such as:
- Mothers’ labor market outcomes: Probability of employment, hours of work, type of contract, job satisfaction
- Demand of work-family conciliation services
- Demand of educational services aimed at children
- Mothers’ welfare
- Time spent with children
- Children outcomes: Indicators for cognitive and non-cognitive development.

Experimental Design

Experimental Design
We compare women with facilitated access to work-life services and children’s educational activities versus women with no promoted access. The reference population of the experiment is made of women from three local areas of Piedmont, Italy, that signed up for the program. This group of women is randomly allocated to a treated arm, providing access to a caseworker, and promoted services, and to a control arm where there is no caseworker and access to services is not promoted. Outcomes are measured after 9 months from enrolment for both groups though follow up rolling interviews.
We analyse a set of outcomes likely affected by the intervention at the woman and child level. We focus on the labour supply decisions of women, their demand for support services, perceived welfare, time spent with children and children’s development across both cognitive and non-cognitive indicators.

Randomization is done in office by a computer. The randomization period started on 13th January 2023 and will finish the next September 2023. Every two weeks the randomization process assigns, with equal probability, eligible applications to a treated group, meeting with case workers, and to a control group.
