Abstract
Active labor market policies are widely implemented to improve labor market outcomes of unemployed individuals. However, empirical evidence suggests the need for innovative policies that do not only focus on greater immediate rates of job acceptances, but also aim to improve intermediate outcomes that can lead to long-term regular employment and greater social inclusion. The proposed experimental study will evaluate the introduction of a multidimensional system approach in the implementation of active labor market policies by Castilla La Mancha. The new approach will assign caseworkers to assess the heterogeneous needs and interests of each individual and then implement personalized itineraries of training and social activities designed to improve their labor market and social inclusion outcomes. The new approach will be offered to a randomly selected group of socioeconomically vulnerable women.

The proposed study aims to evaluate the importance of recognizing and addressing the heterogeneous needs and interests of individuals in the assignment of active labor market policies by caseworkers in Castilla La Mancha. The proposed RCT aims to determine whether the offer of personalized inclusion itineraries can outperform the status quo in improving women's social and labor inclusion outcomes, as well as the demand for active labor market policies themselves

Experimental Design

Experimental Design
Within each intervention area, municipalities were randomly allocated into two groups:
1) Control group: A non-pure control group where individuals receive Castilla-La Mancha status quo primary care social services.
2) Treatment group: where individuals are exposed to a new multidisciplinary approach of the services provides by Castilla- La Mancha primary care social services. The proposed model aims to identify social difficulty situations of each person, using an assessment scale on social difficulty, based on which the Social Agent will make a diagnosis to determine the appropriate social inclusion itinerary for each case. The actions to be carried out in the itineraries will be focused on the following areas: Personal, Employment, Residential, Health, and Relational.

Randomization Method
Randomization done in office by a computer.
Randomization Unit
The randomization was done by the Ministry. After dividing into clusters, they follow the next method to randomly assign each of them to either the control or the treatment group:

1. Stratify the clusters by areas of intervention (15 areas)

2. Within each area, they sort the clusters by size from largest to smallest, and then by average valuation on a scale of social difficulty from lowest to highest.

3. Consider pairs of clusters according to this order (i.e. the 1st and 2nd cluster, the 3rd and 4th cluster, and so on), and randomly assign one cluster to treatment and the other to control in each pair.
