Abstract
Welfare recipients in Spain often lack basic personal and digital skills. Training in those skills is not provided in the current welfare system in Ceuta. The intervention proposes training in these basic personal and digital skills. The IMVOLUCRA2 project aims to achieve two objectives. One is to verify that the training in basic personal skills has a differential effect on the employability and attitude of people in the Active Job Search (AJS). The second is to verify that the specific training in digital activities for employment has a differential and/or joint effect with basic personal skills on the employability and attitude of people in Active Job Search. These objectives will be achieved through a Randomized Control Trial with a control group and two treatment groups. The first treatment group receives training in personal skills, and the second treatment group receives personal and digital skills training. The treatment and main control group will have around 233 participants (approximately 700 participants in total).

The IMVOLUCRA2 project aims to achieve two objectives. Experimental Design

Experimental Design
The eligible population for the study and their main characteristics: Recipients of the Minimum Income schemes, either the national one (IMV) or the one administered by the city of Ceuta (IMIS), or unemployed. The age group of the recipients should be between 16 and 65 years old. They should be residents of Ceuta city. Only one member of each household will be able to participate in the study.

Recruitment process: In order to reach the sample of 700 participants, the following steps will be carried out:
i. The government of the Autonomous City of Ceuta sends a letter with information to each recipient of the IMV, a total of 1701 letters are expected, depending on the contact information provided by the Ministry.
ii. The Ceuta Department of Social Services sends the same letter to each IMIS recipient, a total of 120 letters.
iii. In the letter, the potential participants are given an appointment with a date and time at the Tragsatec facilities in Ceuta. In case a participant cannot attend, they must contact (via a provided telephone number).
iv. The same information is also sent by electronic means: SMS, WhatsApp and email, with the date and time of the appointment at the Tragsatec offices in Ceuta.
v. In the letter, we will include a recommend that members of the family unit who may be interested in participating and who meet the requirements attend this information session.
Main data sources: There is a pre-treatment survey for all participants, and a post-treatment survey. In addition, administrative data on the participants will be provided by the Ministry and the city of Ceuta.
Data collection process: The data collection will be done by Tragsatec. All participants will be surveyed.
Duration and timeline: The whole process will be done between January and October 2023.
Data confidentiality, storage, and ownership: The data will be collected by an external company, Tragsatec, and the researchers will only have access to anonymized data. The data will be kept and destroyed five years after collection. The data will be stored in the servers of the city of Ceuta and the MISSM.
Potential attrition: There will be a waiting list and 100 substitutes of potential dropouts in the first phase of the treatment in case there is a serious attrition of participants of the program.

Compensation and incentive: The incentive that will be given to all participants, treatment and control, with the aim of obtaining a response in the Pre and Post Test questionnaire, consists of a €120 wallet card for the consumption of basic necessities.
Level of randomization and clustering: Individual randomization, no clustering.
Treatment assignment conditions: The assignment to treatment and control is done after the individuals have accepted to participate in the intervention, and at that point they are committed to continue in the intervention.
Randomization process and stratification. The stratification variables were: gender (male, female, other), age group (under 30, 30-45, and over 45), and level of studies (no studies, primary only, compulsory secondary education, post-secondary/vocational training, and college). This stratification resulted in 31 strata. The baseline data for characteristic is the administrative data of the ministry.
The implementing agency in the social services arm of the city of Ceuta with the help of Tragsatec. This is a small intervention and no heterogeneities are expected.

The expected sample for the study and sample size: Approximately, we will have 233 individuals in each treatment (two treatments) and in the control group. There is also a “substitute” group of 142 people that can come in case there are early dropouts. We expect the individuals in the experiments are similar to the population under study.

The sample will be able to reach significance level α=0.05, with a statistical power of 80%, for a minimum identifiable effect of 0.36 (36% of the standard deviation), which translated in terms of extra days worked would be 31 days.
