Abstract
In spite of the emergence of minimum income schemes in some high-income countries, such as the Ingreso Mínimo Vital (IMV) in Spain, there is not enough evidence to prove that these transfers alone can promote social inclusion amongst potential beneficiaries. In these contexts, it is common to find non-governmental organizations (NGOs) providing programs for low-income households that aim to enhance the effectiveness of underlying government income schemes by preventing a situation of stagnant unemployment. We are currently partnering with Cruz Roja Española (CRE) and the Spanish Ministry of Inclusion, Social Security and Migrations (MISSM) to run a randomized evaluation of CRE’s labor interventions targeting families whose adult members are unemployed or have a low work intensity. Participants will be randomly assigned to receive an integral program that incorporates activities that promote personal autonomy and labor market insertion. Our primary outcomes will include measures of labor insertion and psychological well-being. At the end of the experiment, we expect to prove that complementing a minimum income scheme with an integral program like the one described can be effective in improving employability outcomes and reducing dependence on the social protection system.

Cruz Roja Española (CRE) is interested in learning if direct support to a person and a person’s qualification can improve their access to employment. Specifically, CRE wants to test if providing an integral program that includes motivation, personalized support, boosts basic skills, and gives professional certifications to people that currently benefit from Spain's Ingreso Mínimo Vital can have a greater impact than if they did not receive the program.

The primary outcomes are divided in two categories: employment and psychological well-being. Outcomes for employment will measure access to employment, as well as insertion in the labor market. Outcomes for psychological well-being will be measured by subjective indicators of resilience, problem solving capabilities, and objective indicators of well-being such as household income.

Experimental Design

The trial follows a parallel design where the interventions have been divided in two groups: (i) a control group that will have access to any regular services provided by CRE’s staff; and (ii) a treatment group that will be receiving a combination of motivation and activation workshops, guidance and personalized support, development of basic and digital skills, and professional certificates and other specialty trainings.

The randomization procedure has been conducted by the Spanish Ministry of Inclusion, Social Security and Migrations. It follows a stratified randomization designed using the variables of geographic location and whether the person has or not the ESO.

1474 individuals were recruited to participate in the program and 695 individuals were the final total number of participants before starting the intervention.

Before starting the intervention, the control group had a total of 373 individuals, and the treatment group has a total of 322 individuals.
Minimum detectable effect size for main outcomes (accounting for sample design and clustering)
The statistical software Stata has been used to estimate the statistical power. For the corresponding calculations, the distribution of the aforementioned variable is used on the total of people benefiting from the IMV in Spain in the year 2019 (using a sample of 1,478,580 observations). The results of this distribution relevant for the calculations are the following: • Average: 117 days worked. • Statistical standard deviation: 141 days worked. Among the parameters used in the power calculations, a sample size of 500 was included. This sample was calculated as the sum of 250 people from the treatment group and 250 people from the control group. Other parameters used were: • Level of significance  = 0.05. • Statistical power of 80%. The result of this calculations was a minimum detectable effect of 0.25 of the standard deviation of the selected impact indicator. This means that the intervention could detect a difference between both groups of 35 days worked. These results are based on a ex-post comparison of means between treatment groups. However, we will also implement an ANCOVA specification using the value of outcome variables at baseline. Assuming an autocorrelation between surveys of 0.3, the power will increase to 84%.
