Abstract
Women-owned/led small- and medium-sized enterprises (WSMEs) are estimated to earn less than one percent of procurement spend by large corporations and governments worldwide. There is a lack of rigorous quantitative evidence on interventions designed to support WSMEs’ participation in procurement. This study uses an RCT to estimate the impact of capacity-building solutions for WSMEs --- comprising online and in-person trainings, and related activities --- on their procurement-readiness.

Experimental Design

Experimental Design
The project first entailed an open call from June to October 2024, which targeted the registration of as large a number as possible of interested and eligible WSMEs. At the end of the open call, the RCT team used Stata to randomly assign the WSMEs to training spots in waves 1, 2 or 3 of the training – stratifying by city of implementation, size (micro versus SME), and prior procurement experience and knowledge. The first wave will be treated starting in Q4 of calendar year 2024, the second wave starting in Q2 of calendar year 2025, and the third wave starting in Q4 of calendar year 2025. A midline survey will be conducted around April/May 2025 just before the second wave are treated, and an endline survey will be conducted around September/October 2025 just before the third wave are treated.
