Abstract
The objective of the study is to examine whether improving effective access to workplace childcare can support women’s labour market re-entry, retention, and employment outcomes in India. The study is being conducted in partnership with one of India’s largest garment exporters and focuses on women with young children who previously worked with the firm. Specifically, the study evaluates whether providing guaranteed access to the workplace crèche, together with information, application support, and optional family-facing communication, affects women’s decisions to return to formal factory employment and their subsequent labour market outcomes.

Women in the treatment group receive a childcare support package. This includes guaranteed access to the factory creche from their first day of employment, creche application and enrollment assistance from GBL staff in case they rejoin work at the partner garment factory, and the option to provide creche-related information to a nominated family member.

Experimental Design

Experimental Design
Women are randomized in two stages. First, before any baseline survey contact, eligible women in the administrative sampling frame are randomly assigned to an Early or Late contact group. Randomization is stratified by the interaction of factory unit and time since leaving factory. Early-group respondents are contacted first for the baseline survey, while Late-group respondents are contacted approximately two months later. This staggered contact design allows the study to identify potential effects of survey contact itself, which could affect employment-related behavior by making employment more salient or prompting women to consider returning to work or visiting the factory.

Second, immediately after the baseline survey, respondents who consent and satisfy all baseline eligibility criteria are enrolled and randomized in real time through SurveyCTO to either treatment or control. Treatment-group respondents receive the intervention immediately during the same call, while control-group respondents complete the baseline survey without receiving the intervention. Respondents who fail to meet baseline eligibility criteria are not enrolled and do not undergo the second-stage treatment/control randomization.

Recruitment occurs on a rolling basis as factories obtain operational approvals and confirm crèche capacity. The same two-stage randomization procedure is implemented separately for each sampling batch.
