Abstract
The Wilson Sheehan Lab for Economic Opportunities (LEO) has partnered with a partner organization to evaluate their newly developed model of Bundled Rapid Rehousing, an intervention designed to combine their standard rapid rehousing program with wraparound case management services in the areas of asset building and employment. To evaluate the program, we will use a randomized control trial (RCT) design to test the hypothesis that the program improves housing and financial stability after program completion. Those who are eligible for the intervention and consent to the study will be randomized into treatment and control groups, with the treatment group receiving the new Bundled Rapid Rehousing model, while the control group receives Heartland’s standard rapid rehousing program. Results from this RCT will be disseminated to policy makers and providers across the county to inform the replication and expansion of programs designed to create permanent exits from homelessness.

Interventions

Intervention(s)
This intervention will integrate three separate case management services provided by the partner: rapid rehousing, employment services, and asset building. These services together are meant to not only get clients immediately out of homelessness but also give them the tools to generate income and assets that contribute to overall stability. Clients will work with their three case managers simultaneously for 24 months (the length of RRH), meeting between once a week and once a month with each manager. By bundling these services, one hopes to see increased client stability after program completion.

Experimental Design

Experimental Design
Consenting participants will be randomized into treatment (receiving Bundled Rapid Rehousing services) or control (provided typical rapid rehousing services).

Experiment Characteristics

Sample size: planned number of clusters
720
Sample size: planned number of observations
720
Sample size (or number of clusters) by treatment arms
360 in control, 360 in treatment
Minimum detectable effect size for main outcomes (accounting for sample design and clustering)
We plan to be powered for a MDE of 6.7 percentage point change on exits from homeless, given a control mean of 18% and thus standard deviation of 38%.
