Abstract
This research project will evaluate whether a two-day “Managing Climate Resilience Training” can stimulate demand for parametric weather insurance (developed by Igloo Insure) and other climate adaptation strategies among rice farmers in Vietnam. The training was developed by German Sparkassenstiftung for International Cooperation (DSIK) and will be implemented in Vietnam by the Institute of Strategy and Policy on Agriculture and Environment (ISPAE). The study has two objectives:
(i) to estimate the causal effect of training participation on purchase of Igloo's parametric rainfall insurance, and
(ii) to assess effects on climate risk management knowledge, stated adaptation intentions, and related behaviors.

At the core of the intervention is the invitation to the “Managing Climate Resilience Training” to randomly selected households participating in the Vietnam Rice Farmer Panel Survey. The Rice Farmer Panel Survey, implemented by RWI – Leibniz Institute for Economic Research and the Mekong Development Research Institute (MDRI), covers approximately 3,000 rice-farming households in four provinces and 200 villages of the Mekong Delta region in Vietnam.

The Managing Climate Resilience Training is a 2-day training aimed at enhancing farmers’ ability to manage climate risk. The training combines (i) interactive training elements in which participants make hypothetical investment decisions and react to hypothetical events in a multi-round game and (ii) input presentations delivered by trainers, followed by discussions. The training will be implemented by ISPAE in 100 randomly selected survey villages. The random selection of the treatment villages is conducted by RWI researchers using a randomization code in Stata. Within a village, all survey households will be invited to participate in the training.

Experimental Design
The training intervention is implemented among households participating in the Vietnam Rice Farmer Panel Survey. The first wave of the survey was implemented between January 8, 2024 and May 13, 2024 among 3,002 rice-farming households in 201 villages in the Mekong Delta. The survey is implemented in the provinces Long An, Dong Thap, An Giang, and Can Tho. The provinces were selected due to the availability of Igloo’s rainfall insurance product, the number of communes, the number of rice-growing farmers, and the size of the rice-farming area. Survey villages were selected in agreement with the provincial People’s Committees (PCCs). Within each survey village, 15 rice-farming households were randomly selected from a list of all rice-farming households in the village.

As part of the intervention, the training will be implemented by ISPAE in 100 randomly selected survey villages, stratified on the district level. The random selection of the treatment villages is conducted by RWI researchers using a randomization code in Stata. The Within a village, all survey households will be invited to participate in the training. Within the group of 100 villages where a training will take place, the number of hypothetical rainfall events that occur during the multi-round game is randomized. In 50 villages, ISPAE trainers will implement a version of the game with more hypothetical rainfall events, and in 50 villages ISPAE trainers will implement a version of the game with fewer hypothetical rainfall events. The randomization of the version of the game played in the training is also implemented by RWI researchers.
