Abstract
Anticipatory action (AA) aims to reduce the humanitarian impacts of forecast-based hazards by acting before disasters fully unfold. Effective AA relies on three key elements: pre-agreed forecast-based triggers, pre-agreed activities to be implemented, and pre-agreed financing that can be released when triggers are met. Current evidence suggests that AA has potential to mitigate the negative consequences of drought on individuals, households, and communities, but generating rigorous, causal evidence remains challenging due to short windows between trigger activation and activity implementation.

To overcome this challenge and generate more evidence on AA for droughts, OCHA is collaborating with ISDC, WFP and FAO to jointly develop an impact evaluation in Chad. Following the activation of drought triggers in April and May 2026, ISDC is implementing a cluster-randomized controlled trial to estimate the impacts of coordinated AA implemented by FAO and WFP.

The primary objective is to causally estimate whether and by how much coordinated AA in response to drought triggers helps households prepare for and better to withstand drought. Specifically, the evaluation examines: (1) the added value of combining unconditional cash transfers (WFP) with seeds (FAO), compared to cash transfers alone; (2) whether providing the same amount of cash as an early lump sum before the planting season leads to better outcomes compared to staggering transfers across the agricultural season; and (3) whether these impacts persist over time and strengthen household resilience to droughts.

The evaluation will be implemented as a cluster randomized controlled trial (RCT) across three drought-prone provinces: Bahr El-Gazal, Batha, and Kanem. Villages are sequentially randomized twice. For the first evaluation question, 85 villages were randomized to receive either WFP cash transfers only (43 villages) or combined WFP cash transfers and FAO seed distributions (42 villages), with randomization stratified by department (WFP Cash versus WFP Cash + FAO Seeds). For the second evaluation question, 79 villages (after some villages were merged for implementation reasons) were further randomized to compare two cash transfer modalities: an Early Lump Sum, in which households receive two cash transfers before planting, and Staggered Cash, in which households receive one transfer before the planting season and a second transfer before the harvest (Early Lump Sum versus Staggered Cash). The total amount of cash transferred remains the same across both arms. This design enables the evaluation to separately identify the effects of combining agricultural and financial assistance and the timing of cash transfers across the agricultural season.

By embedding a rigorous experimental design within an operational humanitarian response, this study will generate timely evidence on how the composition and timing of AA influence food security, agricultural production, coping strategies, mental health, and household resilience. The findings will inform the design of future drought AA programs and contribute to the growing global evidence base on effective humanitarian preparedness and early action.

Cash transfers provided by WFP: Unconditional cash transfer worth 48,000 XOF (~USD 85) given to the head of household. Cash transfer framing includes using cash based on needs (food, drought management).

Seeds distribution by FAO: Rainfed seeds distribution (vegetables, millet, maize, sorghum, cowpea) and small agricultural tools.

Primary Outcomes (explanation)
1. Household food security:
Food Consumption Score: is the number of days the household consumed eight major food categories (e.g., cereals, tubers, meat, vegetables, etc) during a 7-day reference period. The final score is the weighted sum of these counts.

Food Insecurity Experience Scale (FIES): is based on asking respondents eight questions about their household’s access to adequate food due to resource constraints within the previous four weeks, with yes/no response options. The final score is the sum of affirmative responses, with higher scores indicating greater food insecurity.

2. Coping:
Livelihood Coping Strategies Index (LCSI): is based on asking respondents 10 questions on whether their household engaged in livelihood-based coping strategies (such as spending savings, selling animals, etc.), due to lack of food or money to buy food in the past 30 days. Households will be classified according to the most severe coping strategy reported according to WFP guidelines.

Reduced Coping Strategies Index (rCSI): is based on asking respondents how many days the household relied on five food-related coping strategies where there was not enough food or money to buy food, during a 7-day reference period. The final score is the weighted sum of the frequency of each coping strategy, with higher scores indicating greater reliance on food-related coping.

4. Value of agricultural production: Total value of agricultural production during the current/most recent season, measured as the sum of the value of all crops harvested.

1. Mental health (CESD-10): is based on 10 questions assessing depressive symptoms experienced during the previous week. The CES-D score is the sum of responses to these questions and ranges from 0-30.

2. Cantril Life Satisfaction Ladder: is based on asking respondents to rate their life satisfaction by placing themselves on a ladder scaled 0-10, where 0 represents the worst possible life and 10 represents the best possible life.

The study is designed as a cluster randomized controlled trial with two sequential randomizations across three selected priority provinces: Bahr El-Gazal, Batha, and Kanem.

In the first randomization, we test the impacts of Cash + Seeds versus Cash only. 85 villages were randomly assigned to receive:
Cash + Seeds (treatment): 42 villages
Cash only (comparison): 43 villages
The randomization was stratified by Department to ensure balance across geographic locations and agro-climatic conditions.

For the second randomization, 12 villages were merged into 6 villages for cash transfer implementation. 79 villages were randomly assigned to receive:
Early Lump Sum Cash (2 payments in pre-planting season): 39 villages
Staggered Cash (1 payment in pre-planting season + 1 payment in pre-harvest season): 40 villages
The second randomization was stratified by the first randomization.
The total amount of the cash transferred is the same across both study arms.
