Abstract
The civil war in Liberia killed around 10% of the population and displaced a majority. Even after more than 15 years of peace, the country is still suffering from the lasting impacts of its civil war, one of them being a permissive environment to violence in everyday lives. While violence against women and girls was systematically mobilized during the war, intimate partner violence (IPV) is highly prevalent in today's Liberia. To address IPV among a war-affected population, we conduct a randomized controlled trial with 1,200 disadvantaged women in Monrovia, Liberia. We evaluate the effectiveness of an unusually intensive female empowerment program that integrates psychosocial support with vocational training and business capital grants targeted towards marginalized women in slum communities.

Intervention(s)
The core intervention of this project is the Women Training and Integration (WIN) Program managed by the Liberia National Red Cross Society (LNRCS). The 12-month program aims to empower its participants not only economically through vocational training along with business capital grants but also psychosocially via counseling and community sensitization. The program is extensive also in that the participants are to attend the program for 5 days a week during the 12-month period.

Experimental Design
The evaluation will be conducted in 3 waves: Wave 1 (2019-2020), Wave 2 (2020-2021), and Wave3 (2021-2022). In each wave, there will be 200 treatment and 200 control women, for a total sample size of 1,200.

The MDE for the binary outcome of whether experienced physical/sexual IPV is 8%p (or 16%) on a control mean prevalence of 51%. The control mean was constructed from our baseline survey for Wave 1's sample in April 2019, and the MDE was calculated at 5% significance level and 80% power.
