Abstract
We run a cluster-randomized experiment to evaluate a newly developed on-site consultancy programme to improve the quality of child care for 4- to 5-year-old children as measured with the ECERS (Early Childhood Environment Rating Scale). We cover all accredited child care centers in one of the local cities in Tokyo metropolitan areas, making 9 experimental group with 9 control group for comparison.
