Abstract
This IE evaluates the impact of subsidized delivery of agricultural inputs on food security and agricultural revenue, particularly focusing on targeting of youth. Within the sample, farmers of varying ages are offered the subsidized seeds and tools and also sent an SMS based e-voucher enabling them to buy rice or fertilizer. The IE studies the impact of these inputs on household outcomes and tests whether youth or more experienced farmers are the best targets for similar programs.

Experimental Design

Experimental Design
Distribution of tools and seeds included in the technical package of inputs from the SAPEC project will be randomly phased in at both a community level and at a farmer level within communities. All farmers who registered in the national government's e-registry of farmers who cultivate rice, cassava, or vegetables are eligible, but the order of communities and farmers within communities will be randomly phased in.

Stratified randomization written in STATA by the World Bank research team.
Randomization Unit
Electoral areas (an official unit close to a community level) are randomly assigned to treatment in the year of intervention overlapping the IE. Within the electoral areas, eligible farmers were randomly assigned to be enrolled or not in the SAPEC subsidy scheme.
