Abstract
This study explores how awareness of deposit insurance affects household saving behavior, particularly the preference for cash hoarding over bank deposits. In many developing and transition economies, households hold significant portions of their savings in cash, despite the availability of interest-bearing bank accounts. A key factor behind this behavior is a lack of awareness or trust in deposit insurance schemes, which guarantee the safety of bank deposits. Through a survey experiment, we aim to assess whether raising awareness about deposit insurance influences individuals' trust in banks and their intended savings decisions. We also investigate how past experiences with banking crises impact these effects. This research links the literature on cash hoarding and deposit insurance, offering new insights into how financial education may shift household savings from cash to bank deposits.

Interventions

Intervention(s)
Through a face-to-face survey information experiment in nine Central, Eastern, and Southeastern European countries conducted in fall 2024, we investigate how increasing awareness of deposit insurance impacts household trust in banks and saving preferences, with a particular focus on cash hoarding versus bank deposits.
Intervention (Hidden)

Primary Outcomes

Primary Outcomes (end points)
trust in safety of deposit, hypothetical savings allocation
Primary Outcomes (explanation)
see pre-analysis plan section 4.1

Secondary Outcomes

Secondary Outcomes (end points)
trust in banks, preference for cash savings over deposits, probability of opening a (additional) bank account
Secondary Outcomes (explanation)
see pre-analysis plan section 4.1

Experimental Design

Experimental Design
In our experiment, we randomly split the sample into two groups (treatment and control), stratified by country. The treatment group receives publicly available information about the deposit insurance system in their country and the limit of the deposit insurance system.
Experimental Design Details
see pre-analysis plan section 3.3
Randomization Method
We use the standard randomisation procedure established in the OeNB Euro Survey.
Randomization Unit
individuals aged 18+
Was the treatment clustered?
Yes

Experiment Characteristics

Sample size: planned number of clusters
9 countries
Sample size: planned number of observations
1000 individuals aged 18+ per country, i.e., 9000 individuals aged 18+ in total
Sample size (or number of clusters) by treatment arms
500 individuals aged 18+ per country control, 500 individuals aged 18+ per country treatment, i.e., 4500 individuals aged 18+ in total control, 4500 individuals aged 18+ per country treatment
Minimum detectable effect size for main outcomes (accounting for sample design and clustering)
