Abstract
In this trial, we explore whether academic research influences policy decision-making in the traditionally change-resistant domain of public security and crime policies. In our design, we promote information pertaining to policies designed to reduce violence against women. More specifically, we study how the provision of i) evidence about the effect size of those policies; ii) information about the practical know-how on to implement these policies; and iii) support to apply for funding for those policies affect beliefs and take-up in the real world. To achieve this, we promote two randomly selected policies from a set of six across all municipalities in Colombia as they design and implement their municipal security plans. This approach enables us to observe the impact on both beliefs and government plans.

Interventions

Intervention(s)
1) Provide information about the effect size of six policies targeted to reduce violence against women ("evidence package")
2) Provide information about how to implement those policies in practice ("implementation package")
3) Provide information about how to access funding from the central government ("funding support package")
Intervention Start Date
2024-06-04
Intervention End Date
2024-08-31

Primary Outcomes

Primary Outcomes (end points)
1) beliefs about the effect sizes
2) intentions on implementing the policies
Primary Outcomes (explanation)
1) from survey-based measurements, specifically the question "¿Cuál cree que sería la reducción en el número de casos de violencia íntima de pareja contra las mujeres si las siguientes intervenciones/programas fueran implementados en su municipio?"
2) will be measured in two ways.
a) from survey-based measurements, specifically the question containing the text "en una escala del 1 al 4, indique su disposición a implementar cada una de las siguientes intervenciones/programas en su municipio"
b) from textual search from the Planes Integrales de Seguridad y Convivencia Ciudadana (PISCC)

Experimental Design

Experimental Design
We randomize the provision of information about the efficacy of six policies designed to reduce violence against women, and randomly promote the evidence regarding its effect size at the municipality-by-program level. We further randomize information about how municipalities can obtain funding from the central government to implement them (designed to alleviate a funding barriers), as well as practical implementation guidelines and know-how (designed to lower non-monetary implementation costs).

Experiment Characteristics

Sample size: planned number of clusters
No cluster
Sample size: planned number of observations
Most regressions at the municipality-by-program, thus (1123 municipalities in Colombia * six programs)
Sample size (or number of clusters) by treatment arms
Evidence package -- all municipalities receive evidence about 2 out 6 programs (randomly chosen).
Implementation and funding support packages -- following four treatment arms: no intervention or funding support; either intervention or funding support; and both.
Minimum detectable effect size for main outcomes (accounting for sample design and clustering)
